Place ground beef in a large skillet over medium-high heat. Use a spatula to break it into small pieces. Cook until it’s fully browned and no pink remains. Do not drain the grease.
Sprinkle flour evenly over the cooked beef. Stir it in until the flour is mixed well into the meat.
Pour 2 ½ cups of whole milk into the skillet slowly, stirring constantly.
Add garlic powder, onion powder, Worcestershire sauce, and salt and black pepper to taste. Stir well.
Turn the heat to medium and continue stirring. The gravy will start to thicken after a few minutes. Taste and adjust seasoning as needed. If you want a thinner gravy, add a little more milk until it reaches your desired consistency.
